Nabisy
Nabisy is the official database operated by the German Federal Office for Agriculture and Food (BLE).
It provides proof of biomass sustainability in compliance with EU Directive 2018/2001 for the German market. This system supports the verification of sustainability for liquid and gaseous biomass used in Germany.
Why Nabisy?
In Germany, the legal framework requests a control of liquid or gaseous sustainable biomass, including those used in electricity production. The EU Directive 2018/2001 (RED II) and the German Renewable Energies Act (EEG) outline the criteria to be respected, and the control of the supply chain is made through the Nabisy platform.
Legal Compliance and Data Submission
As per the Biofuel Sustainability Ordinance (Biokraft-NachV) and the Ordinance on Electricity Production from Sustainable Biomass (BioSt-NachV), Nabisy is the platform for entering all relevant market data. Authorities such as the German main customs offices and other European Union member states have direct access to Nabisy.
Additionally, the platform provides data for the annual Experience and Evaluation Report to the German government.
Nabisy Features for Different Users:
For Producers
- Input data on the sustainability of electricity from solid, gaseous or liquid biomass and/ or liquid or gaseous biofuels.
For Suppliers
- Division Requests: Split a proof of sustainability or partial proof between multiple recipients.
- Transfer Requests: Transfer the total quantity of a proof or partial proof of sustainability to another party without changes.
- Combined Transcription: Consolidate multiple proofs of sustainability for transfer to a single recipient.
For Installation and Network Operators
Operators can transfer or split sustainability proofs according to the electricity generated during a settlement period. Network operators can access and manage these proofs via Nabisy.
For Competent Authorities of EU Member States
If sustainable biomass is intended for use in another EU member state, Nabisy facilitates the transfer of sustainability proofs. Authorities in the respective countries can access their national accounts to verify these transfers.
Registration and Access
